Leveraging Internal Strengths from Industrial Zone and Cluster Infrastructure

In recent years, industrial production in the (former) Ninh Binh province has made strong, comprehensive strides. The province has focused on developing the infrastructure of industrial zones and clusters, investing in construction with the goal of becoming a regional and national industrial center, particularly in the fields of cultural industries and supporting industries.

According to the Ninh Binh Provincial Planning for the 2021-2030 period, with a vision to 2050, the entire province will have 24 industrial clusters with a total planned area of 1,253.73 hectares.

To date, the area (formerly Ninh Binh) has 07 Industrial Parks (IPs) and 17 Industrial Clusters (ICs).

The 17 ICs have a total area of 657.94 hectares, with 501.19 hectares of leasable industrial land.
Currently, 13 ICs are operational with a total established area of 493.94 hectares; leasable industrial land is 379.48 hectares, of which 333.65 hectares have been leased, achieving an average occupancy rate of 87.92%.

Among the 17 ICs, 10 have infrastructure invested by enterprises; these clusters have attracted 108 secondary projects and 256 production and business enterprises. The revenue of ICs in the area in 2024 is estimated to reach over 11,300 billion VND, an increase of 14.5% over the same period, creating jobs for over 32,000 workers.

Regarding the 7 IPs, they have a total area of 1,472 hectares. There are 5 operational IPs including: Khanh Phu IP, Phuc Son IP, Ninh Phuc IP, Gia Vien IP, and Tam Diep IP (Phase I). Notably, Gian Khau is currently a highly effective IP in Ninh Binh. Industries attracting effective investment include: Automobile assembly, electronic components, cement, and garments.

The IPs are completing their infrastructure and gradually increasing occupancy rates by attracting key investment projects, generating industrial production value of 60,000 - 73,000 billion VND/year; annually contributing 12,000 - 15,000 billion VND to the state budget, and creating jobs for nearly 40,000 local workers.

According to the planning, the province will focus on and prioritize the development of mechanical engineering and manufacturing, automobile assembly; electronics industry; new materials and high-tech materials industry; processing industries serving agricultural production; maintaining stable production of traditional key industrial products associated with environmental protection; and developing consumer goods manufacturing industries.

Opening Up Vast Space for Industrial Development

Before the merger, Nam Dinh and Ha Nam were two localities with significant strengths in the industrial sector.

Ha Nam Province Ha Nam has 12 IPs and 19 ICs.

12 IPs have approved investment policies with a total area of nearly 3,460 hectares; 8/12 IPs (over 2,515 hectares) are officially operational, with an occupancy rate of 84.44%.
Industrial production value in 2024 reached 202.5 trillion VND, achieving 107% of the annual plan; export value is estimated at over 8 billion USD (115% of the plan); creating new jobs for 12,568 workers.
Regarding the 19 ICs (total area 685.86 hectares): 14 are operational, attracting 172 investment projects with a total registered capital of 6,102 billion VND, creating jobs for over 11,000 local workers, and reaching a 98% occupancy rate.

Ha Nam encourages the development of supporting industries; high-tech industries; supporting industries for electrical and electronic components; supporting industries for textiles, garments, and footwear (excluding dyeing and dyeing processing); handicrafts; cosmetics and detergents; metal production; plastic product manufacturing; and other processing and manufacturing industries.

Nam Dinh Province Nam Dinh is a locality with diverse industrial production strengths, notably in textiles and garments, mechanical engineering, agri-food processing, and is strongly developing high-tech industries.

Textiles and Garments: A long-standing tradition, playing a leading role in the province's industrial structure, accounting for over 50% of production value and value-added of the entire sector.
Mechanical Engineering & Metal Processing: Has affirmed its position thanks to skilled labor, production experience, and increasing market demand.
Food Industry: Potential for processing products from rice, seafood, and other agricultural products.
High-Tech: The province is focusing on attracting investment into high-tech, modern technical industries to create high value-added products, aiming to become a leading processing and manufacturing center in the Red River Delta.

With a synchronous and modern transportation system, Nam Dinh has a very favorable location to connect with Hanoi, economic centers, and neighboring provinces, shortening the distance and travel time to airports and seaports.

Currently, Nam Dinh is exploiting 6 existing IPs and developing 10 more, bringing the total planned area of industrial parks in the province to 2,546 hectares by 2030.

Existing IPs: Hoa Xa, My Trung, Bao Minh, Rang Dong Textile, Bao Minh Expansion, My Thuan.
10 New IPs (Phase 1 investment): Hong Tien, Trung Thanh, Xuan Kien, Lac Xuan, Thuong Thanh, Hai Long, Thinh Tan, Nam Hong, Thang Loi, Minh Chau.
Industrial Clusters: Includes Rang Dong IC (69.6 ha), Thanh Dao IC (71 ha), Nam Thai IC (49.78 ha), and Giao Hai IC (50 ha).

It can be seen that the post-merger Ninh Binh province will open up new space for effectively connecting the development of IPs and ICs on the industrial development map of the Red River Delta and the North.
